check status on quick settings open, not in background

Android can refresh the tile through onStartListening() when Quick Settings opens. This removes unnecessary background work; settings changed outside the app appear on the next opening of Quick Settings.

What changed

• The tile now refreshes when Quick Settings opens.
• Removed the persistent background service and notification.
• Removed no-longer-needed foreground-service, notification, and boot permissions.
• Updated setup instructions: no initial long press is required.
