Reuse registry metadata comparisons for trusted GitLab bot merge requests. Keep immutable snapshot checks and bot-owned idempotent comments outside merge-request jobs, with bounded API access and isolated credentials.

Add a trusted GitLab CLI using the existing discovery, registry comparison and report engine. It inspects immutable merge-base/head files through the API, filters by the authenticated bot, and maintains one bot-owned comment without checking out MR code. Includes bounded API access, stale-revision and incomplete-diff rejection, credential isolation, behavioral regressions, a committed bundle and CI bundle verification. Local verification: 59 tests passed; both bundles built. Live activation and metadata/comment smoke will run in the existing central GitLab Renovate runner, not MR jobs.
