Adds .github/workflows/build.yml based on the Tharga.Crawler reference implementation. MAJOR_MINOR=4.0 (matches existing Azure DevOps pipeline), packs Tharga.Console and Tharga.Console.Speech, .NET 8/9/10, carries over the Category!=Database test filter. Manual follow-up: configure NUGET_API_KEY secret + release/prerelease environments in GitHub, then disable the Azure DevOps pipeline once the new workflow is verified end-to-end on master.

The migration to GitHub Actions in dfa336a is now active. Drops azure-pipelines.yml and buildnumber.yml, and removes their entries from the sln Solution Items (replaced with the new build.yml).
