1. Locally Linear embeddings
2. Multidimensionality reduction

Hi , I see that machine_learning/dimensionality_reduction.py currently has PCA and LDA.
I’d like to contribute by adding Locally Linear Embedding (LLE) and Multidimensional Scaling (MDS) in the same file, following the repo’s style with simple tests.

Could you please assign this issue to me?
