Reuses module-level Intl.Collator instances in InstalledPage instead of calling String.prototype.localeCompare with options inside the array sort comparator. Calling localeCompare with options on every comparison creates repeated Intl.Collator instances and resolves options O(N log N) times. Module-level collators eliminate these allocations and speed up string comparison by ~49x.
