リリース: フィードバックのハンドオフ追跡と結果コメントの再送

dev にマージ済みの #53 を本番へ反映します。

管理 Issue にハンドオフの判定・見送り理由・信頼度・起票結果を記録し、結果コメントに失敗した場合は保存済み状態からコメントだけを再送します。

master との差分は feedbackTriage.ts とそのテストの2ファイルです。リリース内容のツリーは検証済み dev と一致しています。dev デプロイ成功、型チェック・Lint・全364件のテスト成功。master マージ後は既存の Deploy to production ワークフローで本番へ反映します。

設定・Secret・Binding の変更はありません。
