Add Food Help project homepage

• add the separate food-help.ca project and community hub build
• link the Kingston directory to the project while keeping provider data and releases independent
• add project release, discovery, security, accessibility, and verification coverage

Validation

• npm run check -- --all
• 72 unit/contract checks passed
• 76 browser checks passed across Chromium, Firefox, and WebKit (8 documented engine-specific skips)
• public Kingston, repository, True Good Craft, and contact links returned HTTP 200

Publication

After merge, release the exact merge commit through release/project only. Kingston and other community release pointers remain unchanged.
