feat: Mobile formatting toolbar demo

Summary

This PR replaces the experimental mobile formatting toolbar example with a demo for an implementation that provides much smoother scrolling. The caveat is that it requires the document and document.body to not be scrollable.

This PR is not intended to be merged, only serving as a PoC.
