Prettier + ES Lint enabled

ES Lint:

• Changed ES Lint rules from off to warn. I also had to change some files around since some files weren't doing anything (eslint.rc).
• For now, the linter and type checker don't run during build. I figured it made sense not to enforce this yet, so that people can continue to test their branches, though I'll probably make the change on Tuesday

Prettier:

• Ran prettier from the command line throughout the app to enforce stylistic consistency
