ACCESS.md shipped with six FILL IN markers in the "What genuinely needs access" table — honest gaps the original sweep couldn't answer. Now that devs are being onboarded (and llm/meeting zone owners will genuinely need AWS Bedrock/Transcribe access), fill them in: everything currently routes to @qiuethan, stated as small-org reality rather than policy. AWS is a shared UTMIST account with per-dev scoped IAM credentials; Railway/Neon membership is granted on request; the testing guild is invite-by-ask; prod promotions are signed off by @qiuethan. Also fixes the pre-transfer repo name (qiuethan/Misty → UTMIST/Misty), drops the now-obsolete FILL-IN explainer note, and cross-links ONBOARDING.md.
