Bumps every workspace package to 0.21.2, touching the same file set as #1120 and #1109. Renames the CHANGELOG
## 0.21.1heading to## 0.21.2.Why 0.21.2: the v0.21.1 release run (36488097901) failed its preflight on both attempts. The package coverage ratchet timed out on a real-fixture test at its 10s limit; #1123 fixed that. The
v0.21.1tag already points at the unfixed commit, so rather than moving a pushed tag, this cuts a new patch version.v0.21.0andv0.21.1stay tagged and unpublished. The CHANGELOG lead line says 0.21.2 is the first published release of the 0.21.0 and 0.21.1 changes, breaking changes included.New since #1120: #1122 (terminal move breaks inside a story-closing content control) and #1123 (the test timeout).
