This PR adds 45 useful GitHub Action workflows to automate various aspects of the KibaOS repository, including security scanning, code linting, documentation management, and build verification. A Python generation script is included to manage these workflows programmatically, ensuring they follow consistent best practices like explicit permissions and timeouts. Missing configuration files for third-party actions were also added to ensure full functionality.

PR created automatically by Jules for task 7425337628523116601 started by @christopherfoxjr

- Generated 45 workflows covering linting, security, automation, documentation, and build/CI.
- Added a generation script `scripts/generate_45_workflows.py` for maintainability.
- Included necessary configuration files for `auto-assign` and `size-labeler`.
- Fixed pre-existing audit issues in `build.sh`, `.gitkeep`, and `repo_audit.sh`.
- Verified all workflows pass YAML syntax checks and repo audits.
