This PR implements automatic release notes generation. It adds a GitHub Actions workflow that triggers when a new release is published, executing the save_release_notes.sh script. The script ensures the Notes/ directory and an empty .gitkeep file exist, and saves the release notes using the requested "NTE-DDHYM" filename format.
