id-token: write，Docker Hub 可选密钥直接用于 stepif导致工作流解析失败。本热修复补齐 OIDC 权限，并把 Docker Hub 密钥映射到 job
env后再做可选登录判断。未配置 Docker Hub 时仍只发布 GHCR。验证：
