Remove dev-only changes from rel-10.7

#26029 was merged from a branch cut from dev, pulling 115 dev-only files into rel-10.7 and setting the version to 10.8.0-preview.

Restores those files to their pre-merge state, keeping the two workflow changes #26029 actually intended and the dependency updates merged into rel-10.7 since.
