[help_editor] Fix special chars showing encoded

Added decoding to ensure that the text messages don't contain encoded characters

Testing instructions (if applicable)

1. Go to help_editor
2. Try to enter a title and content with special characters
3. Make sure that they don't appear as encoded characters on the help_editor and when clicking the ? of the relevant instrument
