Adds cooldown: 5 to the gem source in the Gemfile and in every
gemfiles/*/Gemfile, and switches the source from HTTP to HTTPS.

The cooldown setting, already used by activeadmin and
demo.activeadmin.info, avoids adopting gem releases published within the last
five days as a supply-chain mitigation.

With the cooldown in place the lockfiles no longer pick up freshly published
versions, so the only lockfile change is the source URL (HTTP to HTTPS).
