Add final Azure URL output to the Pull Request

Right now make the URL static, via a secret (future: get this URL via the azure cli). Only for Prod.

1. Set secret.AZURE_PROD_URL in Github Secrets
2. Get the secret above, and append the repo-name to it.
3. Output this URL to the PR as a comment

Unfortunately this approach will not work, because for security reasons Github will obfuscate the name when you try to output the secret (as it should). It can only be hard-coded in the yml.

For the PATH_PREFIX, we would like to move away from using a secret and simply hardcode it since it's more useful to have it readable than hidden.
So that would mean we'll be able to echo the PATH_PREFIX right ? Which means for dev deploy we can echo stage.io/PATH_PREFIX and for prod deploy we can echo adobe.io/PATH_PREFIX wdyt ?

I'm against hardcode precisely for script update purposes. This is the reason for using the Github Secrets, for it to be variable, thus the Github Action scripts can be updated easily. With hardcoding, this becomes way harder.

An alternative is to read it from the config somewhere (fixed file) and the yml reads it via running a shell script
