What This PR Contributes
pins the qlpack deps to a hardcoded version to consider that currently not all run environments will have ${workspace} set
future works
consider if this is best, or if getting a uniform way to set the flexible pointer is better. since all of the custom pack versions are uniform, doing a uniform replace on the literal values in an automated fashion should also likely not be a difficult thing, so perhaps using ${workspace} is not necessary?
