Near-ready scaffold for the flagship SpendGuard integration (tracks #26). Michael Chen (@m24927605) to own and complete the TODOs.
Included: schema-valid
integration.yaml(community tier, integrates_with trace+cmcp, no unverified conformance claim), README with an explicit does-NOT-claim note, the corrected conformance workflow (SHA-pinned, realtrace-tests verifyCLI), and stubs forexamples/emit_record.pyandtests/that fail/skip honestly until implemented.Not for merge as-is: the emit-record and mapping test are TODO stubs. This exists so the author starts from a working structure, not a blank page. trace_conformance_level and tested_against stay commented out until the workflow passes.
