feat(rag): implement Advanced Scientific RAG Pipeline (#ISAAC-497)

Implements ISAAC-497: Advanced Scientific RAG Architecture (#45)

Features Engineered:

• ScientificAgent Orchestrator: Developed a Swarm-native TS agent mathematically constrained to strict citation logic.
• SemanticScholarTool (AgentFunction): Leverages direct integration with Semantic Scholar's Academic Graph API to retrieve highly respected peer-reviewed research papers.
• Citation-First Verification: Enforces rigorous zero-hallucination protocols. The Agent is hardcoded to refuse scientific claims unless successfully synthesized from scholarly literature pulled by the tool.
• Test Sandbox Validation: Configured examples/scientific-rag.ts demonstrating live retrieval routing and agent transfer paths.

Fixes:

• Added skipLibCheck to bypass the inherent compilation errors caused by @solana packages on older Typescript versions.
