Summary: add repository-specific workflow guidance, canonical syntax/UI/full verification scripts, document the verification command, and make CI use the same command. Validation: pnpm verify (19 tests passed; syntax and production audit passed), workflow YAML parsed, package.json parsed, git diff --check passed. Risk: configuration and documentation only; no application code changed.
