Export NECQ/NECF schema versions from @necpp-engine/wasm (0.10.0) - #15

Add necqSchemaVersion, necfSchemaVersion, and necqFlags next to abiVersion in both entry points so external buffer readers can pin against the installed package. Name the NECF schema constant in the C++ writer and test the exports against the C++ header, the Rust reference views, and the published fixture bytes. Bump the package to 0.10.0.
