Rename the common.ai retry policies page to cover both policies - #73526

The page has covered ClassifierRetryPolicy as well as LLMRetryPolicy since apache#73501, so a title naming only the LLM policy undersells it. Rename the page title and the two sidebar references to "Retry policies".

Since #73501 the
common.airetry policies page documents two policies,LLMRetryPolicyandClassifierRetryPolicy, as two rungs of the same ladder, but its title and sidebar label still said "LLM retry policies". This renames the page title, the sidebar entry and the one cross-reference on the installation page to "Retry policies". The file name and every:doc:target are unchanged, so no redirect is needed.{pr_number}.significant.rst, in airflow-core/newsfragments. You can add this file in a follow-up commit after the PR is created so you know the PR number.
