[pyarrow] maybe a bug in error message

Hi,

Thank you for the great work. I just found a potential issue in the existing pyarrow code base.
https://github.com/apache/arrow/blob/main/python/pyarrow/parquet/core.py#L184

The error message is a little strange.

ValueError: "a" is not a valid operator in predicates.

Should it be as follows instead?

raise ValueError(f'"{op}" is not a valid operator in predicates.')
