[CI][Docs] debian-cpp job fails on pip install packaging

Similar as past #50760, the job AMD64 Debian 12 Complete Documentation started failing on main today with:

I am happy if we just push the fix for gcs_testbench on a new PR so we fix a lot of current CI failures and let the user fix the Matlab one on the original PR.
