When configuring federation address and queue policies allow for an option to request that the remote auto create (or not) the target address or queue to allow for some configuration where intermediate brokers without static definitions of those resources won't federate without being created by the federation receivers. The defaults for the current address and queue federation receivers is left unchanged here so all current deployments require to updates to their configurations.
