Fixes #12203

Motivation

In the Dataproxy Go SDK, the discoverer's HTTP requests to the Manager have no timeout configured, so they can hang indefinitely when the Manager is slow or unreachable.

Modifications

Added a configurable DiscovererRequestTimeout option (default: 30s) and applied it to the discoverer's resty client via SetTimeout, so users can control how long each discovery request is allowed to take.
