JTReg debugger bridge should listen on loopback, not localhost to improve stability; adding ability to specify address on which the bridge should listen.

I have a new laptop, and debugging jtreg tests is not working for me, as the InetAddress.getLocalHost() returns a weird value to which it is impossible to connect. So the test cannot connect to the debugging bridge.

The proposal herein is to use the loopback address, and add ability to specify a an address for the bridge manually if needed.
