Fixes WW-5768

Documents apache/struts#2008, which makes struts.ui.theme and struts.ui.templateDir scopable per package.

Changes

  • core-developers/package-configuration.md
    • Replaces the "Struts core does not declare any constant as scopable yet" warning with the two scopable core constants, each linked to its selection page.
    • Both <scoped-constant> examples now use struts.ui.theme instead of the some.scopable.constant placeholder.
  • tag-developers/selecting-themes.md and tag-developers/selecting-template-directory.md
    • The package override is a new step in the precedence list, just before the global constant.
    • Each page gets a per-package tip.
  • getting-started/themes.md: the same new step in its copy of the theme precedence list.
  • tag-developers/template-loading.md: notes that the template directory can be overridden per package or per tag, with a link to the selection page.

Merge after apache/struts#2008.

Replace the "no constant is scopable yet" warning with the two core
constants, use struts.ui.theme in the scoped-constant examples, and
add the package override to the theme and template-directory
precedence lists.
