0.7.4 re-escapes credentials and connection options when the SQLAlchemy dialect rebuilds the MongoDB URI, so passwords containing reserved characters such as @ connect when URL-encoded instead of failing with "Username and password must be escaped according to RFC 3986".

SUMMARY
Bumps the
mongodbextra and the compiled dev pin from pymongosql 0.7.3 to 0.7.4. The new release fixes the SQLAlchemy dialect rebuilding the MongoDB URI from already-decoded credentials (passren/PyMongoSQL#41), so a password containing@connects when URL-encoded as%40instead of failing with "Username and password must be escaped according to RFC 3986".
