fix: handle missing job logs

Summary

• Fixes [ultra-review] outputJobLog crashes when a job log is missing #1192.
• Prevent outputJobLog from crashing when a terminal job has no log.
• Add regression coverage for missing, empty, and valid terminal job logs.
