Publish version releases as part of default delivery #105

Publish the tested worker local-check package as GitHub release v1.10.2 and make version releases part of the default delivery workflow.

• Tag the verified main checkpoint from Let workers check and repair their assigned changes #104 and publish notes linking its installed-parent evidence and known limits.
• Update AGENTS.md so merges that introduce a package version also publish its GitHub release without another prompt, using the existing UPSTREAM.md release procedure.
• Keep plugin files unchanged, record the release tag in CHANGELOG.md, and validate the maintenance workflow.
