Publish releases as part of version delivery

What changed

Version merges now include publishing and verifying the matching GitHub tag and release without another prompt. AGENTS.md links the existing release procedure, keeps the validation gates, and requires reporting a blocked publication as pending. Changes that leave the plugin package unchanged need no new version.

Records the published v1.10.2 release in CHANGELOG.md.

Verification

• Bun tests, strict typecheck, static invariants, and plugin validation pass.
• Maintenance-only changes prove plugin-tree equality and exercise the changed GitHub workflow.
• Evidence below names the commit, action, and observed result.

The only changed files are AGENTS.md and CHANGELOG.md. plugins/pstack is unchanged from main checkpoint 7ca71ebd4cb8252c4bbbcaa2234857401c223151; plugin version remains 1.10.2. No parent installation or new provider run is affected by this policy change.

Published an annotated v1.10.2 tag and GitHub release using gh release create --verify-tag --latest. Independent reads via git ls-remote, gh release view, and the latest-release API confirmed the tag peels to 7ca71ebd4cb8252c4bbbcaa2234857401c223151, and the release is public, non-draft, non-prerelease, and latest. The tagged plugin tree matches tested candidate b5a5ff7504af9e7d26dcea4645e27e910defe2c8; #104 owns the existing installed-parent proof.

Local validation: all 765 Bun tests, strict typechecking, static invariants, Claude plugin validator, manifest parsing, maintenance/session-start/documentation tests, documentation checker, maintenance ledger, and verification Doctor. The final package equality check also passed. Raw evidence stays outside the checkout. CI verify passed on final head 10887790443aa58b4fb34f8a559a2ef6fde45891 (run). Copilot review was requested and confirmed; its quota was exhausted, with no findings, review threads, or pending reviews. This is not an approval.

Documentation impact

AGENTS.md owns default delivery policy; it links UPSTREAM.md's existing release procedure. CHANGELOG.md records the published tag.
