Old anchors are broken

I suspect it is a side effect from switch to RST in #698 . We have URLs to specific sections using anchors that are now broken links. They don't show 404 because the page still exists, but they no longer point to the sections we want them to point to.

Examples (not exhaustive):

• https://www.astropy.org/team.html#Subpackage_maintainer (no replacement)
• https://www.astropy.org/team.html#role-responsibilities (now https://www.astropy.org/team.html#astropy-project-role-responsibilities)

1. Is there a way to insert custom anchors so the old URLs still work?
2. How do we find and replace these cases with working links?
