This pull request is to add Stelios Voutsinas as a co-maintainer of
astropy.io.votable. Stelios has a long track record with PyVO and Astropy, having submitted a number of valuable contributions to better VOTable. I just want to clarify that this is not mutually exclusive with #740 . Each should be discussed separately on its own. I will accept my punishment in resolving conflicts, so don't worry about that.
