The server exits at boot without --url (authorizerdev/authorizer#764). These commands could not start as written.

--url is required since authorizerdev/authorizer#764 — the server exits at boot without it. These commands could not start as written; verified against a build of authorizer main.
The Makefile's
docker runfor the SDK test server omitted--url, so it exits at boot against 2.4.0+ images.
