…he env flag The scheduler now starts with the scan worker and scans only connections whose administrator turned Auto-scan on (stored per connection, off by default), so no AUTHSEC_AWS_SCHEDULED_SCANS variable is needed and nothing resets on a Helm upgrade. scheduler_active in the schedule API now reflects whether the loop is actually running in this process.

Removes the AUTHSEC_AWS_SCHEDULED_SCANS flag. The scheduler now starts with the scan worker and scans only connections where Auto-scan was turned on in the DB.
Not compiled locally, so please check CI.
