Move the packaged starter assets and their unchanged provenance receipt from internal/starter to src/assets/starter. Move the existing independent CLI, real PTY and installer tests plus their locked Python requirements into root tests, updating every native builder, archive acceptance and product test command. Existing crate-native WASI fixtures remain with their packages. All starter, frozen guest, test and lockfile bytes are preserved.
Validation: local Rust formatting, actionlint, path/manifest checks and exact relocation/lockfile comparisons pass. The complete existing Actions suite verifies supported targets, native archives, runtime/UI contracts and vulnerability gates. This source-only cleanup creates no release tag or installed CLI/host replacement.
