feat: show the active Git identity in the titlebar - #15

Adds a GitIdentity bridge call that reads the effective user.name and user.email for the selected repository (falling back to the global identity when none is selected) and displays it next to the platform and version text in the titlebar, so it is always clear which account local commits will be authored as before pushing or opening a PR.

Bumps the version fallback and frontend package version, and repairs the changelog: the v0.1.15 merge lost its own entry along with the git-identity entry from #15 to unresolved merge conflicts on CHANGELOG.md, so both are restored here under their correct releases before cutting v0.1.16 for the settings scale control and titlebar git identity display.
