Bump packageManager to pnpm@11.18.0 and Node to 24.x (current LTS, Krypton) across CI, the reusable workflows, and the devcontainer. pnpm 11 stops reading the `pnpm` field from package.json, so `overrides` and `peerDependencyRules` move to pnpm-workspace.yaml. Left in place they would have been ignored silently, dropping the pinned versions on the next resolution. `onlyBuiltDependencies` is also renamed to `allowBuilds` and changes shape from a list to a map — without it unrs-resolver skips its build step and every @/* import fails to resolve. Fix a latent devcontainer PATH bug surfaced by the Node bump invalidating the Docker cache: pnpm installs global bins into $PNPM_HOME/bin, not $PNPM_HOME, and pnpm 11 hard-errors when that directory is absent from PATH. Drop the accompanying `pnpm setup`, which only writes shell config that the same RUN layer never sources. Add an engines field so the Node floor is enforced rather than implied by a floating CI pin.
