Updates Base Sepolia's
SystemConfigparameters to match Mainnet. Changes gas limit (60M -> 375M), elasticity (4 -> 6), min base fee (200K -> 2M wei), DA footprint gas scalar (312 -> 139), and denominator (50 -> 125).
