[v1.0] Add a starter template and base-cli init workflow

Goal

Reduce the time from installation to a production-shaped CLI.

Scope

• Provide a maintained starter repository or template with Click and Typer variants.
• Optionally add a base-cli init/scaffold command if it improves the workflow.
• Include packaging, tests, JSON mode, profiles, diagnostics, CI, and release configuration.
• Keep generated projects consumer-neutral and avoid imposing heavy optional dependencies.
• Add a five-minute tutorial that starts from a clean environment.

Acceptance criteria

• A new user can create, install, test, and invoke a working CLI in five minutes.
• The template passes the same quality and packaging gates as the framework.
• Generated projects explain which files are safe to customize.
• Template updates are tested against the current base-cli release.

The framework has multiple installable examples, but the flagship demo has no smallest-project handoff yet (base-cli-demo#20). Prioritize a tested minimal template with an explicit attachment point and a working production error test; prove that an unfamiliar Click author can use it before growing an interactive scaffold generator.
