Increase the patch version of all Python releases #4358

Description

@malcolm-purvis

The recent fixes to Python for the compromised eMudhra intermediate CA keys resulted in new patch versions being release for all supported versions of Python.

In my case I want to upgrade to version 3.13.18 but rules_python does not recognise any version newer than 3.13.13 (See MINOR_MAPPING in versions.bzl).

Can you please bump all of the values in that dict to the latest Python version?

Thanks,

    This sounds like a bug. You're supposed to be able to use versions without having to upgrade rules_python. Can you give the gist of a repro?
