agents: expand code review rules and review-code sub-agents - #4347

Code reviews previously lacked dedicated checks for cross-language architecture, shell script idioms, and justification auditing (such as catching copy-pasted or redundant changes), as well as several Starlark, Python, `.bazelrc`, and PR review standards. Add `.agents/rules/code-style.md` and expand existing rules in `.agents/rules/` (`shell.md`, `starlark.md`, `bazelrc.md`, `python.md`, and `pr.md`). Add three new review sub-agent prompts (`Code Style & Architecture Auditor`, `Shell Script Auditor`, and `Justification Auditor`) and update the existing `review-code` sub-agent prompts and `SKILL.md` workflow.
