V3: the bucket, single CloudFront distribution and GitHub Actions deploy roles for the bliti web app, with a production site and a preview per pull request, plus pre-compressed asset variants. Adds the plan and test cases for the card. Co-Authored-By: Claude <noreply@anthropic.com>

V3: the bliti web app is a set of pages, not a single-page app. A path without an extension serves that path plus .html, the root serves index.html, a trailing slash redirects to the slashless path, and the page rule runs before variant selection. The plan records that tamanu.app is the Internal Tamanu core's zone.
…views V3: new bliti stack against the tamanu-internal core with the bes-bliti-web bucket, one CloudFront distribution for iti.tamanu.app and *.iti.tamanu.app, a viewer-request function for host prefixes, page paths and pre-compressed variants, and the gha-bliti-web-prod and gha-bliti-web-preview deploy roles.
