The renamed shell script is not specific to Cirrus CI.
1. `actions/print-logs` and `actions/run-in-docker-action` were copied from the `bitcoin-core/secp256k1` repository. 2. The macOS image has been updated from Monterey to Sonoma while keeping compatibility with Homebrew's `gcc@11` package.

Since Cirrus CI has discontinued its services, this PR migrates the CI from Cirrus to GitHub Actions.
