📔 Objective

Updates all Angular framework packages to 21.2.24 in one change. Supersedes #233, #234, #235 and #240, which could not resolve on their own because Angular packages require exact matching versions of each other (Renovate's lockfile update failed with ERESOLVE).

Fixes CVE-2026-68945, CVE-2026-88059, CVE-2026-69151, CVE-2026-88057 and CVE-2026-101896. Same approach as #215. The CLI and build tooling stay at 21.2.16 since they accept any Angular 21.

Verified locally on Node 24: npm ci and npm run build pass, and npm audit --omit=dev reports 0 vulnerabilities.

Not applicable, no UI changes.

Angular packages require exact matching versions of each other, so
the per-package Renovate PRs could not resolve. Moves all framework
packages together, fixing CVE-2026-68945, CVE-2026-88059,
CVE-2026-69151 and CVE-2026-88057.

Moves all framework packages to 21.2.24 together, which also fixes
CVE-2026-101896 in @angular/router (supersedes the per-package
Renovate PR #240).
