PostHog run 39261232127 saved its benchmark records successfully, then failed publication because it dispatched the disabled registry workflow. Check the workflow state before dispatching registry transfers and report a skipped transfer when it is disabled. API and dispatch failures still fail the job.
Validation: 155 tests / 526 assertions passed, benchmark configuration check passed, and actionlint passed. Focused dispatch tests cover active, disabled, absent source artifact, and API error cases.
