Pin BoringCache One 1.43.3 and CLI 1.43.3 so Ruby build and cleanup jobs use the released CA fix. Replace the retired setup input with the supported gha mode, and use canonical Linux musl targets when copying the CLI into build containers.
The version updater's idempotence check now compares two consecutive updates. A newly released Ruby version may change the first result; repeating the update must leave that result unchanged.
Validation: all five YAML files parse, shell scripts pass bash syntax checks, the version updater compiles, and both Action steps use inputs present in the shipped Action metadata. Two live updater runs produce identical output after the first discovers Ruby 4.0.8. The selected Ruby versions remain unchanged, and no Ruby distributions were rebuilt for these local checks.
